As I'm not a big fan of James' earlier stuff, my rankings would be something like:
Millionaires Whiplash GAWI (Live) Laid Seven Wah Wah PTMY Gold Mother Strip-Mine Stutter

I always thought Eno was trying to get them (on that one) to make music like he would make it and that he choked a bit that wonderful spirit they have always had. You must be a big Eno's fan.

Here are the votes of the Dutch jury : 1. Laid (the atmosphere on that album is too beautifull with songs like Five O, Lullaby amongst others) 2. Gold Mother (first album I bought from James and still an very exciting album. It's like playing pinball, the album is bouncing in every direction. So many different songs but all Gold to me) 3. Pleased to meet you (underrated album, I was surprised with the new sound after Millionaires) 4. Seven (A bit to bombastic, but still an outstanding album) 5. Whiplash (Album with some real highlights, but I don't like the album completely) 6. Wah Wah (it's a bit like treasure seeking, there are treasures to find on the album if you listen carefully) 7. Millionaires (Not my favorite album but 'Someone got it in for me' is one of my all time favorite tracks) 8. Stripmine (to be honest, I like Stutter and Stripmine equally) 9. Stutter (So many ways, Why so Close, Black hole and of course Johnny are my personal highlights of the album, but it sounds not as good as the later James albums) My two cents on it....

1. Whiplash 2. Laid 3. Seven 4. Millionaires 5. Pleased To Meet You 6. Wah Wah 7. Goldmother 8. Stripmine 9. Stutter
You could put these in different orders if you were talking about musicianship, originality, production values. I'm ranking them on the amount of songs I like from each album.
Whiplash only has Go To The Bank that I don't like (even then, it's not that bad), but the rest of the album I can listen to all the way through. It has a good combination of brit-pop songs like Lost A Friend, Homeboy, She's A Star and interesting Wah Wah-esque stuff like Watering Hole, Greenpeace and Play Dead.
As far as musicianship goes, I think Seven is the best and goes into areas that I don't think the Millionaires and PTMY line-up were capable of, but some of the edge it is taken out of by the production values. It is the album that impresses me the most, musically.
Laid doesn't have a bad song on it really, and probably has the best lyrics and production but Knuckle Too Far and Everybody Knows make it sag a bit in the second half. The overall feel of the album- the consistency in the instrumentation and the quality of the songwriting makes it the stand-out album- the one I'd recommend to sceptics of James.
Millionaires and PTMY have plenty of fine songs but they aren't great albums as some of the songs end up sounding a lot worse than I expect they sounded pre-production (Afro Lover, Gaudi, I Know What I'm Here For, Vervaceous, The Shining, What Is It Good For?) and live. They aren't albums you can listen to and come away thinking it's worked, but there's good songs to skip to.
Goldmother sounds dated in various places but its still bold and whole-hearted and it has energy that could've really come in useful for Millionaires and PTMY at times (Thinking of You Can't Tell How Much Suffering). It's also refreshingly upbeat and unpretentious- even the slower tracks like Walking The Ghost and Top Of The World come across honestly. Compare that to the end result of something overly-earnest like The Shining that sounds as if they were bored recording it.
Stripmine and Stutter are both very good pieces of work, even if they are down there at the bottom. They're experimental, both lyrically and instrumentally, and while some of that was carried forward, some of it was lost (the harmony singing like in why so close, actual audible bass riffs, and interesting rhythms like vulture). It's interesting to hear all of them saying how uncommunicative they were back then, but they seemed to enter into some pretty unconventional musical areas at will, and hopefully if any new material comes out it will have that mark on it. They are James, after all.
